I’ve used a really watered down PVA wash before but I’m not sure it’s totally necessary though. However, if you want to spray paint it, you’ll need special foam primer or the PVA seems to work to seal the foam otherwise it melts.

or Ebay for cheap Chinese options. They work well, and stuck on a skirmish base makes them easier to look like a larger wood on the table.
Other cheap options are toilet brush covered in flock and stuck to base.
