Like @torros, a house rule to my mind is a fix for some ‘problem’ within a game. GW games are ripe fodder for this and to be honest I rarely enjoy GW games without agreeing some fudges with opponents before the game. I have over twenty years of gaming experience and I think I’m pretty good at spotting wonkiness and patching it so, personally, I am a fan of making a better gaming experience between me and my friends.

In a club setting with strangers however ‘house rules’ often generate more arguments than they stop so I would advocate that if you feel a game needs that sort of fix don’t play it in that sort of setting. There are plenty of well written and balanced mini games out there.
