I would say that to some extent House rules are actually the norm between friends.

I always see published rules as a framework for playing a game. I find that i also depends on what you play as to the extent of the house ruling you do. If it is a fictional based game then sticking to the rules tends to be easier and there is less need to “house rule” things. In rules based in a real world setting then you have real life frames of reference and no ruleset will ever fully replicate real life, and the game designer will have one view on the world and this may differ from your own, thus you should have the flexibility to translate things to your perception of reality.

The key thing is everyone playing the game at that particular time is in agreement. If so it’s not an issue.

Even in Tournaments you can to some extent house rule things. This normally appears in the Tournament packs which set out the parameters. That said I have been in tournament situations in which the game designer has been there and a situation has come up that they have just said dice for it..lol
