Tales from the Loop does appear to have the right kind of vibe for a kid-centric setting like Harry Potter.

A quick Google also resulted in what appears to be a fan-made RPG :

As with any fan-made material it is best to be quick, because these sort of things do tend to live and die depending on how aggressive copyright issues are handled. Some companies don’t mind fan-based content others despise anything.

I suspect there’s also the question as to who owns the movie vs book licenses of this setting, which might make things extra tricky/expensive.
