It’s not exclusively how tabletop wargames have been done, while it’s certainly common among historical games, less so in fantasy/sci fi.  I don’t think anyone is saying it’s “shocking” though.  Interesting yes , because it’s a boardgame rather which don’t typically work this way, but certainly not shocking
