Umm… Not sure the puzzle is presented properly compared to the usual puzzle that results with the ‘correct’ answer.

3) For every subsequent position, a digit at position ‘n’ indicates how many times digit ‘n-1’ occurs.

So the second digit is the number of 1s, not the number of 2s.

This is natural if you’re a ‘real’ programmer who counts from 0!
