@neonstat – Nope it isn’t.  When they announced the boxed, they called it a “launch box”.

They specifically stated in a video that a GW starter box has to contain dice and a measuring tool.  They also said that this launch box was aimed at veteran players, but that people starting out could pick it up.

@limburger – From what I hear, GW are only at 40% production capacity at the moment.
