I would say it depends on the fire effect you are going for. If you are going for the whole-dragon-made-of-fire look (like an inner glow) I wouldn’t zenith it. I’d probably prime white, airbrush the fire nice and bright, and then paint or drybrush (depending on the time you want to put in) the dark scales etc using a dark reddish brown then black.

If you are going for a more object source effect then priming for the light source could be more useful. So if you’re thinking dragon scales on top, but a fire belly, then a reverse zenithal could help.

Just my tuppence on how I might approach it / seen it done. Haven’t tried it myself!
