If you have a FLGS with youngsters turning up and looking at stuff on the table but are obviously unable to afford all those treasures maybe bring the owner/staff in with it to find one or two candidates to hand the army to them.

Or if there is a gaming club in you area that does good work with new kids in the hobby go that way.

Lastly look for people that are using donated stuff for charitable work.  There is one guy here in Germany who works in a children’s hospital and he does painting and gaming nights with the kids and uses paints, brushes and models that are gifted to him from the community.
