Because they don’t want to overload their servers …
Disney+ did the same when it launched, although that was US-focused.
As such limiting regions is a smart move.
Not being clear about when other regions may follow is annoying as f*ck though.

And why an App ?
Simple answer : control

The ‘problem’ with distributing digital content is that you don’t get to decide who gets to use it once someone downloads it from your servers (internet can’t function if stuff can’t be copied freely).
The solution ?
Adding a few extra layers of encryption and an app that can verify if you’re allowed to open those digital packages.

They call it ‘Digital Rights Management’, but ‘Digital Restriction Management’ would be closer to the truth.
