Definitely a food ration from a steel forge for the workers; Spain supported the Nazi war effort, obviously, after the SCW ended. “Neutral” but not.

The “Azul Division” on the obverse, is a reference to the 250th Infantry Division “Blue Division” , a unit of Francoist volunteers who served on the Eastern Front.
