Card-sized scenarios is a great idea. Might have to look into this for other games as it sounds a whole lot easier than flipping through a rulebook.

While I do like games to have depth and commplexity, I also want them to be fast and easy to learn. Getting a full rewarding game played pretty quick is also a strong selling point. All too often I only have time for one game of an evening and thats disappointing.
Good rule set means, no questions, and lots of games!
