Hmm, well Reaper for Characters would be the normal fast lazy but pricey recommend for 28mm-32mm. You could also us a mix of historical and fantasy sets from Wargames Atlantic, Warlord , Oathmark, Victrix, Gripping Beast, Fireforge, and other less well know plastics set providers like Em4 and Conquest Games (the one doing Norman plastic sets which are perfect for most human and elf factions in LOTR) and kitbash a fellowship or shop metals for the characters (Middle Earth figures made by Mithril are a good starting place).
Likewise if you have a 3D printer, I would look over my mini factory STL stores right now given the Black Friday sales.
That said there is also Dark Alliance in 1/72 scale which frankly knock off the live action films, they might have a fellowship set.
