Looks like I can get a good number of figures suitable for a Miami Vice type scenario from Crooked Dice, still looking for more that might fit in, male and female, casual, street or business attire, armed or not. Currently perusing Copplestone Castings. Suggestions ?

What about Wargames Atlantic? I think they make a good set of civilians in both male and female boxes. Part of their Walking Dead range originally, I think, but would do well with your Yacht Cops!

Wargames Atlantic are planning (?) to do modern civillians too. Not sure if they’re available yet though.

There’s Spectre Miniatures too.
They’ve got a few (modern) civillians/thugs in their range as well.

They’ve got criminals that could definitely work as a gang in a Miami Vice scenario :
