I would recommend to measure everything so you know what you working with but feel free to do it by eye if that's your way. I used scissors and measure tape for convenience.I have measured everything to make sure I will fit all big bases and unusual shapes in first and then started to deciding rest of the space. Luckily I had one thickness and high on foam so ended with 4×4 cm squares. Include thickness of the foam in your planning. For me it was 1 cm.

All the off cust I used it one of many storage boxes I have from all sorts of places. All very affordable. So just to add something add to the whole idea. I am a adult and can afford to spend some money on boxes but I prefer to spend it on plastic models.
So to show some way more affordable for people like me or our younger generation of gamers that don’t even have that luxury here is storage box with removable dividers.
I used off cuts ( I have planned it in advance when I did bolt action box) to glue it in the middle.
A) it saves foam by a lot so you don’t need piles and piles of it before you can start creating your box
B) it leaves more space for sticking bits on model and bases
C) this can be done in as little as 5 minutes.
Another idea came from IKEA and their market hall shop.
Grab yourself a carboard dividers from candle section or if you need something taller go Cook shop department and look for mugs or glasses.
Where is this idea came to me?
When we decided to buy house I had to come with some solution to transport all those thousands of models I have gathered over the years.
Working for IKEA helped us a lot. Unlimited amount of free boxes and dividers. And if you think that it’s not available for you I want to assure you. As co- worker/employee we are happy for customers to take that carboard with you. It is less for us to do at the end of the day !
If you don’t have access to any similar shop use carboard you can get and use scissors. Dead simple.
