The Federation in Star Trek definitely follows the ‘limited war’ model of warfare (until writers forget what Star Trek is in certain modern episodes 🙁 )

The background definitely needs to be re-written for many fictional settings to allow for this as a standard, but that doesn’t mean it couldn’t work in specific scenarios.
