If we’re talking just pure bang for the buck, nothing beats 20mm plastic figures from companies such as Airfix, Hät, Italeri, Zvezda, Strelets, etc., paper buildings you cut out and glue together and terrain you make yourself from natural and household materials.
2 boxes of infantry, 1 box of cavalry and 1 box of ‘specials’ (chariots, elephants, cannon…) will give you a fairly impressive starter army, cost less than $ 50 even today
Red Box and Caesar/Miniknight even make fantasy and sci-fi minis of that type and if you hunt around some, you can find suitable dragons, demons or whatever monsters you require at thrift shops and toy stores – if toy stores even still exist.
Many of the historical minis can be converted/painted in a fantasy way.
Paper buildings can be found for free or very cheaply, either ready printed or as downloads to print yourself. That printer ink will be BY FAR your biggest expense.
