Just to make sure you turn every rock, there is a free system called For Reign & Ruin, that you can download.  It is a very detailed (some might say overly detailed) system for fantasy and historical battles.  I have never played it, but I am currently reading through it.  I don’t think it is for me, but I know people who love this intricate style.

If you are going for 40mm bases, then you should also check out Fantasy Rules!  You can buy the 2nd edition pdf online, or find the community 3rd edition online.  This was the basis for Age of Hannibal by Little Wars TV.  I have played it and it is good.
