About the Project

I've been looking for an Asian Sci-Fi game set in a futuristic city that involves gangs, corrupt politician's and police, spies both industrial and national, crime syndicates, corporations, hackers, mercs and just general scum. I haven't really found anything that's close to what I want, though Reality's Edge did come close.

The market sector of Shanghai is a bustling, crowded and chaotic place. The streets are lined with neon lights and towering holographic advertisements that compete for attention. The air is thick with the smell of food, spices, and exhaust fumes from the countless vehicles that crowd the narrow streets.

The market is a place of constant movement and energy, with vendors hawking their wares from street stalls and storefronts. Here you can find everything from the latest cybernetic enhancements to exotic animals, rare spices, and illegal weapons. The market is also home to countless bars and clubs, where people come to unwind after a long day in the city.

Despite the bright lights and the constant activity, the market can also be a dangerous place. Pickpockets and thieves are common, and the area is known for its connection to the criminal underworld. The police presence is minimal, and many vendors and patrons alike are willing to turn a blind eye to illegal activities in exchange for a cut of the profits.

Overall, the market sector of Shanghai is a place where the line between legal and illegal is often blurred, and where anything can be bought for the right price. It is a place where people come to chase their dreams and make a quick buck, but also a place where danger lurks around every corner

Overall, Shanghai is a city controlled by corporations, where the rest of the world is in chaos due to ongoing conflicts and economic collapse. The corporations have taken advantage of the situation to increase their power and control, while the rest of Asia and the world suffer from internal issues related to the loss of the global economy.

The wasteland outside of Shanghai was once a thriving region filled with lush greenery and bustling towns. However, years of conflict and destruction have left the area barren and desolate. The cause of the conflict is still debated among historians, but many believe it was sparked by disputes over natural resources and political power.

As the conflict escalated, the once-beautiful region became a battleground. Bombings, gunfire, and other destructive tactics were used to gain an advantage, leaving the area scarred and devastated. The local population was forced to flee or risk becoming casualties of war.

It is a modern and futuristic cityscape that combines traditional Chinese architecture with modern skyscrapers and high-tech infrastructure. One of the most iconic landmarks in downtown Shanghai is the Oriental Pearl Tower, a towering structure with a distinctive design featuring spherical shapes and a large observation deck. The Bund is another famous area, located along the Huangpu River and known for its colonial-era architecture and scenic views of the city skyline. Nanjing Road, a major shopping district, is also located in downtown Shanghai and is a popular destination for tourists and locals alike.

The world is in chaos due to the ongoing global conflicts and economic collapse. Europe has been at war for three years, with Russia invading Ukraine and occupying the country. Europe responds with sanctions, but a small conflict breaks out, with Russia slowly taking territory in Ukraine. A deal is eventually agreed upon, but a year later, Russia turns off the gas supply to Europe and begins a full-scale invasion, causing NATO to respond.

In the midst of this chaos, China sees an opportunity to take advantage of the global crisis and attempts a beach assault on Taiwan. Japan comes to the aid of Taiwan, and a small conflict continues in the country. China becomes distracted by events happening in the Korean peninsula, and forces Taiwan to accept the situation with an occupying force on the island.

Global Situation

Meanwhile, in Shanghai, the corporations have taken advantage of the global crisis to increase their power and control over the city. They have implemented strict laws and regulations, controlling every aspect of people’s lives, from what they eat to where they work. The corporations have their own private armies, which are used to enforce their rules and crush any dissent.

The rest of Asia is suffering from internal issues related to the loss of the global economy. Many countries are working closely with Australia and New Zealand to try to mitigate the economic effects. India made a small incursion into China in 2037, and after initial successes, was forced to retreat when fighting broke out in the Kashmiri region with Pakistan. The region is still quite tense, but a tense ceasefire has held out so far.

Global Situation

In North America, there have been border clashes with the cartels that have taken control of Mexico, creating a wave of refugees trying to escape the violence. The US has a growing movement of far-right groups causing internal conflict that has escalated into domestic terrorism. Canada has declared itself neutral, fearing a civil war could break out south of the border in the US.

South America has managed to avoid most of the violence seen in the rest of the world, but Argentina invaded and occupied the Falkland Islands after a bloody conflict with the British forces stationed there. The UK has not responded to the invasion due to being embroiled in the ongoing conflict in Europe. The US sent a division to Venezuela to take control of the oil fields in the country and prop up a pro-US puppet regime.

The skyline is dotted with towering skyscrapers, each displaying the logo of its corporate overlord. The streets are lined with advertisements for the latest products and services offered by these corporations. The entire city is a testament to the power of these corporations and their ability to shape the future of the world.

The corporations have complete control over the city’s resources, including the water supply, electricity, and transportation. They also have their own private security forces, which are responsible for maintaining order and enforcing the laws of their respective corporations. The corporations have established their own courts, which operate outside of the traditional legal system and are staffed by lawyers and judges employed by the corporations.

The residents of Shanghai are largely divided into two groups: those who work for the corporations and those who do not. Those who work for the corporations enjoy access to the best healthcare, education, and housing that money can buy. They are also given the opportunity to rise through the ranks of the corporation and attain positions of power and influence.

Those who do not work for the corporations, on the other hand, live in poverty and struggle to make ends meet. They are often forced to work in dangerous and low-paying jobs just to survive. They have little access to basic services such as healthcare and education and are often treated as second-class citizens by the corporations.

Despite the stark differences between these two groups, the corporations have managed to maintain a semblance of order and stability in the city. They have created a society that is highly efficient and productive, but at the cost of individual freedoms and the well-being of those who are not a part of the corporate system.

As Shanghai continues to thrive under the control of these powerful corporations, it remains to be seen whether this model of corporate governance will be replicated in other cities around the world.

In the Shanghai setting, the game mechanics are designed to simulate a fast-paced, action-packed skirmish game that captures the cyberpunk, dystopian atmosphere of the city. Players will control small warbands of characters, each with their unique stats, skills, and equipment, as they battle for control of territory, resources, and information.

The game mechanics use a D6 system, where players roll six-sided dice to determine the outcome of their actions. The stats of each character determine the number of dice they can roll, and the results are compared to a target number, which represents the difficulty of the task.

Players take turns activating their characters, moving them around the board, attacking their opponents, and using special skills and abilities. Movement is measured in inches and is affected by terrain and obstacles. The range of weapons is also measured in inches, and players must position their characters carefully to get the most out of their weapons.

Combat is resolved by rolling dice and comparing the results to the opponent’s stats and equipment. Different weapons have different damage values and special abilities, and players must choose their weapons and tactics carefully to outsmart their opponents.

Background Fluff (Part 1)

This is the first part of the background fluff for the game.

The year is 2060 and Europe has been at war for the last three years. In 2030 Russia re-invaded the Ukraine and occupied the entire country. Europe responded with sanctions and went into negotiations. A peace was brokered, and Russia eventually pulled back to the boarder, but a small, localized conflict breaks out with Russia slowly taking territory in Ukraine. This last for three years on and off, before a deal is agreed with the European Union. A year later Russia turns the gas off to Europe, as supplies start to dwindle. Russian troops then move westward through Ukraine and into Poland, forcing NATO to act and a full-scale war breaks out.

After the collapse of the USSR, former KGB and FSB members sent young pro-Russian/USSR individuals across Europe to embed themselves into European society and become sleeper cells waiting to be activated. This process went on for years and non-one noticed the influx of east European men and women across the continent, nor did anyone suspect anything. These individuals were thought to be migrating workers, so no one paid any attention. People at the time were migrating and travelling around Europe from many countries, and so one suspected anything.  East European crime syndicates smuggled weapons over the years through to these sleeper cells. Their mission when activated was to cause chaos and internal strife within Europe.

Background Fluff (Part 1)

The UK and the rest of Europe have become embroiled in trying to push back Russian forces and their allies, The ongoing war has caused the economy to crash, and many countries in Europe are experiencing internal strife as a result. The Isle of Man declared itself independent and Northern Ireland has allied itself to Southern Ireland, to survive the ongoing economic mess.

Oil in the Middle East starts to dwindle, as the fields start to fail. The US sends troops to the region to protect the oils fields that are still producing the black gold. As a result, insurgency springs up in many countries as the population become angry at rising food and fuel costs. During this time Israel attacks Iran, in attempt to seize the oil fields in the country.

Background Fluff (Part 1)

Out in the Far East China decides to take advantage of the global crisis, and they attempt a beach assault on Taiwan. Japan comes to the aid of Taiwan. A small conflict continues in the country, but China becomes distracted by events happening in the Korean peninsula. The events that occur there, forces China to discontinue the conflict in Taiwan, and consolidate troops on the coast and call for a ceasefire. Taiwan is forced to accept the situation and have an occupying force on the island. After this Japan decides to become a neutral nation as does Singapore. Most countries in Asia don’t become embroiled in the further global conflict but are suffering internal issues related to the loss of the global economy. Many are working closely with Australia and New Zealand to try mitigating the economic effects.

Seeing the chaos in the rest of the world the leader of North Korea makes an attempt to invade the south. The conflict grounds to a stale mate after South Korean forces push the north back across the border. They continue to press further north until a stalemate occurs. This situation worries China as they don’t want US or pro-US forces along their border.

Background Fluff (Part 1)

China has also experienced issues along the border with Vietnam, as Vietnamese forces made incursions into China. The PLA has sent troops to the south of the country to deal with the problem. Along the Russian Chinese border a Russian General has made himself a warlord and started to carve out a kingdom for himself in both Russia and across the border in China. This has caused problems for China and so they’ve had to send a military force to deal with the problem.

India in 2034 made a small incursion into China, and after some initial successes were forced to retreat when fighting broke out in the Kashmiri region with Pakistan. The fighting continued until late 2038, before a tense ceasefire was declared. The region is still quite tense but so far, the cease fire has held out.

Australia and New Zealand decide to remain neutral and refuse to aid both Taiwan and South Korea. Elsewhere in Asia local populations are protesting and rioting because of food and fuel shortages. Stock markets around the globe have crashed causing further chaos, this has in turn caused internal issues and problems for many countries.

Background Fluff (Part 1)

In North America there have been border clashes with the cartels who have taken control of Mexico, this has created a wave of refugees trying to escape the violence. One cartel has risen to control all the others, but this was only achieved through violent clashes with the police, military and other cartels. They were able to bribe and pay several of the military to switch sides which aided their rise to the top and eventually control of the country.

In the US there is a growing movement of far-right groups causing internal conflict. It started out mainly as protest but in recent years has descended into domestic terrorism with bombings, targeted attacks and assassination. Civil war breaks out and the USA fractures into separate states/countries. Texas becomes its own country and they swallowed up neighboring states, in recent years they’ve started eyeing up Mexico for possible expansion.

Canada suffered some internal issues, but these were resolved and has since declared itself neutral, as they feared a civil war could break out south of the border in the US.

Background Fluff (Part 1)

South America has managed to avoid most of the violence that has been seen in the rest of the world. Argentina did invade and occupy the Falkland Islands, after a bloody conflict with the British forces stationed there. So far, the UK hasn’t responded to the invasion due to being embroiled in the ongoing conflict in Europe. The US sent a division to Venezuela to take control of the oil fields in the country and prop up a Pro-US puppet regime.

Africa has seen several minor skirmishes as some warlords have risen in the global chaos, though on the whole has remained fairly intact despite the on-going global meltdown. Africa has seen an influx of refugees travelling from Europe trying to find safety. The routes into Africa are controlled by criminal gangs from both Europe and Africa. These criminal gangs also smuggle goods, drugs and weapons in both directions.

This is the base starting point for the rules. This isn’t set in stone but are my jumping off point.

This set of rules is designed to be a fast, quick and easy set for small to medium scale skirmish battles. It is a simple set of rules that can be played in a lunch time or allows several games to be played in an evening. It is suitable for 15mm and 28mm scale miniatures.

All movement includes firing and reloading. You may move and shoot. The only exception to this is those troops/individuals armed with single shot weapons. All trained troops armed with magazine fed rifles, may shoot twice if they don’t move, pistols may move and then fire twice.

Rules Starting Point

Morale Morale must be checked once a unit has received 50% or more casualties. Non-military and Militia troops will take morale checks when charged by superior numbers. Trained troops will always stand and fight. Troops under constant artillery barrage will need to make morale checks. If a unit has received three attacks from artillery in a row, then this is considered constant barrage.

Morale checks are made using a 1d6. They will need to roll equal or higher to pass a morale check.
