Seems odd that the state troops are very magic like. I guess I need to better understand the fluff.

As usual, balancing is a trick. It’s hard to get it perfect but friendly games can accommodate that. I really hope that they don’t try to make the game work for tournaments. It tends to make the gamers more nitpicky than just enjoying the story that’s unfolding on the table
