There’s nothing in RPG systems that say you need more than a single DM and player.
Most adventures do assume you’re in a group, but that’s usually linked to the inevitable combat.

DCC suggests giving letting players generate a bunch of zero-level characters and then using the survivor of an adventure as the one that gets to level up.
