For WW2-themed naval wargames, I don’t know if 1:700 would work for it, but I can recommend a look at @ecclesiastes “Naval War” system, linked here:

We used this as part of our 75th Anniversary commemorative article series on the Battle of Midway (also linked below):

The Naval War system is pretty scaleable (I think it’s mostly written for 1:1800), usually intended for smaller battles than Midway, and from what I understand mostly for “gun battles” as well as air strikes like we see in Midway.
