I suppose on the faction angle, it’s not affecting the rules themselves, more the army list (and the points value). Warlords Gates of Antares went the route of not producing the army lists in hard print, but keeping them as a free PDF as a kind of “living army list” (rather than a living rule book).

And “balance” is again more of an effect from the current trend of abstract rules giving a good game (rather than a mathematical simulation of the earlier rules, where for historical games if things were unbalanced…they were simply unbalanced (as that’s what happened in history)).

When I look at 40K the rules creep has made the game overly complex because the designers can’t even keep everything in their head (leading to lots of contradictions due to the sheer volume). They’ve become complex more for this reason than the number of factions (although it could be said the number of factions spawned the vast number of codex books, but it was more GWs decision to add faction specific rules and equipment that caused this than the “type” of faction itself).
