Well, the best option would probably be Tehnolog’s 28mm modern spetsnaz with some conversion work though I don’t know how you would get them at this point.

Actually, if you don’t mind multipart plastic and going with a more earlier Tsarist theme, you might be able to use Wargame Atlantic’s Grognards, though I suppose the Cannon Fodder mixed with the Raumjäger  could work for Soviet and maybe 1900 themed space Russians, and there are plenty of  ushanka and cap hat head conversion bits in third party land though that can be a bit expensive.
