Whilst I like the idea of building a band of outlaws, I do also see some merit in perhaps using Robin and his companions as a wandering nuisance. Maybe you could come up with some rules to have the Merry Men turning up during a regular scenario, intent on robbing away a few choice objectives and scuppering the plans of you and your opponent?

Little narrative elements like that might be a fun way to shake up your standard scenarios and provide both factions with a common enemy for a few minutes!
